DBE and ACDBE Program Administration
The Airport Authority works diligently to set realistic DBE and ACDBE goals while preparing solicitations to be awarded as contracts. Before the contract is awarded, Prime Contractors are required to submit their proposed DBE plan or ACDBE plan. These DBE / ACDBE forms are part of the solicitation and are included in any solicitation that has federal funds associated with the contract.
Once the contract is awarded, the Airport Authority closely tracks achievement at Detroit Metro and Willow Run Airports while actively monitoring contractors’ progress and compliance toward their DBE / ACDBE commitment. Monitoring includes on and off-airport work site inspections - including contractors’ and concessionaires’ administration offices and warehouses – as well as tracking monthly participation. DBE / ACDBE Participation reports must be submitted on the 15th of each month to the Airport Authority to be deemed compliant under their agreement.

Prompt Payment
Pursuant to 49 CFR 26.29 and the WCAA DBE Program policy, prime contractors on federally assisted contracts must pay all subcontractors for satisfactory performance of their contracts no later than ten (10) calendar days after the prime contractor has received a partial payment from the Airport Authority. When the Airport Authority has made an incremental acceptance of a portion of a prime contract, the work of a subcontractor covered by that acceptance is deemed to be satisfactorily completed. Prime contractors are also required to promptly return full payment of subcontractor retainage within ten (10) calendar days after the subcontractor's work is satisfactorily completed.

DBE Goals
In compliance with 49 Code of Federal Regulations Part 26, the Airport Authority sets triennial DBE and ACDBE goals based on the Airport Authority’s research of the availability of ready, willing and able DBEs in the local market. The current 3-Year DBE goals are as follows:
The Airport Authority is interested in feedback from General Contractors as well as businesses owned by minorities and/or women. This feedback plays a significant role in the Airport Authority’s adjustments to the procurement process and contract goal setting practices.
