Contracting with Detroit Metropolitan and Willow Run Airports

The Procurement Department is responsible for the management of purchasing and contracting oversight, as governed by the Procurement & Contracting Ordinance and is dedicated to the principles of competition and fairness.

Our goal is to provide a range of purchasing and contracting opportunities to every department within the Airport Authority by obtaining goods and services of the highest quality, efficiently, effectively, and at the best value. 

Our procurement process strives to create a level playing field on which all businesses can compete fairly while ensuring nondiscrimination on the basis of race, color, sex, sexual orientation, or national origin in the award and administration of all Airport Authority contracts. 

We aim to do this by engaging in goods and services acquisition and programming activity that includes:

  • Competitive Solicitation

  • Contract Management and Approvals

  • Insurance and Performance Guaranty Management

All purchasing activities are governed by the Procurement & Contracting Ordinance Effective - September 2023 

The Airport Authority officially posts solicitations on the Michigan Inter-governmental Trade Network (MITN) website.  For access, registration on MITN’s website is required. Registration is available at no cost, allowing vendors to view, download and respond to the Airport Authority’s current open solicitations. There is also a method available that allows notification about solicitations based upon your company profile to be sent directly to you, via email, at a cost.

Business Diversity is responsible for fostering inclusion with businesses so that they can compete equitably and become successful with the Airport Authority. 

This is provided through 

  • Administration of the Federal Aviation Administration’s Small Business Program, 

  • The U.S. DOT DBE and ACDBE Programs, 

  • Provision of Small Business Enterprise (SBE) and Veteran Owned Business (VOB) certification

  • Ensuring compliance with all of these programs, as well as

  • Assistance with Vendor Recruitment and the management of Business Outreach services.
